UHPA Executive Director J. N. Musto submits testimony regarding the Pacific Biosciences Research Center that was being considered by the Regents at the UH BOR meeting on May 19, 2011. UHPA Associate Executive Director Kristeen Hanselman attended the meeting on Dr. Musto’s behalf.

At the initiation of Board of Regents’ Chair Howard Karr, an extensive and complete revision of the Board of Regents’ Policies (BORP) has been drafted and submitted for review and comment. The faculty senate chairs and administrators, as well as UHPA, were sent copies of the draft document. The proposals can be found at https://www.hawaii.edu/borpolicies/pdf/. UHPA has carefully reviewed the proposed changes and a response was sent to the BOR. Although the BOR and President Greenwood have characterized the changes as ministerial and “streamlining,” the draft contains a substantive shift in authority over major policy issues away from the Regents to the University President. This has been a policy effort begun by the prior two UH presidents in an effort to remove the Regents from “micro-managing” the institution. However, there are also contract implications in changing some of the policies and shifting others to Executive Policies that may not have yet been promulgated. Wisconsin may be in the forefront but Ohio is right behind with Republican governors and legislators seeking to repeal collective bargaining for state employees. Many Wisconsin faculty are covered by collective bargaining agreements that will be canceled if the Governor of Wisconsin is successful in repealing collective bargaining.

The hotel workers are once again facing an extraordinary set of contract negotiations with the hotels in Waikiki. By and large, these hotels are run by large companies around the world. You can all help in this battle for fairness and equity for some of the hardest working people in these islands.
