RE: HB 2114, HD1 Relating to Collective Bargaining

Attention: Chair Sylvia Luke, Vice Chair Ty Cullen and members of the Committee

The University of Hawaii Professional Assembly (UHPA) urges the committee to support HB 2114, HD1.  This will bring clarity to Chapter 89 by recognizing that negotiations may take place on the effect and consequences of management  decisions relating to the terms and conditions of employment.

In the previous legislative session, a similar bill was passed with very strong support of the legislature. Unfortunately, Governor Ige vetoed the measure.

Now comes HB 2114, HD1 which reflects collaborative work between the Governor’s staff and representatives of the public sector unions to advance a bill that both can abide by and implement in a manner that maintains the balance of interests between labor and management.

UHPA seeks the Finance Committee’s support for HB 2114, HD1.
