Kaiser Comprehensive insurance rates will be increased in two parts.  First, on January 1st Kaiser Comprehensive rates will be increased as a result of Hawaii State Teachers Assn (HSTA) negotiating a higher rate effective that date.  The employer’s contribution on behalf of bargaining unit 7 members is based on the “best” contribution made to any other public employees.  HSTA had a subsidized VEBA rate which they agreed to change when they returned to the EUTF January 1st.  The EUTF rates for Kaiser will go up on March 1, for all public employees including the DOE teachers, but at that time Gov. Abercrombie has agreed to increase the employer’s contribution to 60%, from the current contribution of less than 50%
