The Executive Director shall serve as the chief executive and administrative officer of UHPA.  All professional, clerical, and support staff employed by UHPA, and all other persons under contract to UHPA, shall be under the supervision of the Executive Director.  All staff shall be responsible to the Executive Director under the organizational plans which the Executive Director adopts. The Executive Director may enter into contracts on behalf of UHPA consistent with UHPA’s budget and the authority granted the Executive Director from time to time by the Board of Directors.  The Executive Director may speak on behalf of UHPA in a manner consistent with policies and directives of the Board of Directors.  The Executive Director shall serve as an ex offico member of the Board of Directors without vote.  The Executive Director shall perform such duties as are incident to the office and may be assigned by the Board of Directors.
