ARTICLE XXX, DURATION

This Agreement shall be effective as of July 1, 2017 and shall remain in effect to and including June 30, 2021. Not less than ninety (90) days before the beginning of the 2019 legislative session, the parties shall meet to bargain in good faith on a salary enhancement to be effective on January 2, 2020, and a salary enhancement to be effective on January 1, 2021, equivalent to the average negotiated step movement plans in other bargaining units or 1.2%, whichever is higher. The parties shall also renegotiate contributions to the Hawai’i Employer-Union Health Benefits Trust Fund, to be effective as of July 1, 2019, and thereafter. Should agreement not be reached on a reopener matter, either party, by written notice to the other, may terminate Article XXIX, and thereafter may resort to any options or procedures available, as if the collective bargaining agreement and any extension of it had expired, and any applicable impasse procedures had been exhausted. Negotiations over a successor agreement shall begin no later than ninety (90) days prior to February 1st of the Agreement’s terminal year.
